What’s Happening
The Ventura County Planning Division is in the process of finalizing amendments to the County’s Local Coastal Plan and Ordinances before the end of this year (2024), and intend to obtain Coastal Commission approval soon thereafter.
The concern is that the County’s “rush” to finalize the County’s Local Coastal Plan and Ordinances related to sea level rise and coastal hazards could impact property values, insurance and building codes.
According to Senate Bill No. 272 the County has until January 1, 2034 to complete its Sea Level Rise and Coastal Hazard Plan
so no urgency to rush.
We asking the County to take more time for these reasons:
- Homeowners and businesses located in Hollywood Beach and Silver Strand should be given the time and information to have a clear understanding of how these amendments and ordinances will affect them. (These are communities in unincorporated areas of Ventura County.)
- The cities of Oxnard and the County’s Channel Islands Harbor are in the process of developing amendments and ordinances to deal with sea level rise and other coastal hazards. There is time for the County to work with these cities to ensure consistency of policies, amendments, and ordinances.
- Hollywood Beach and Silver Strand have a more immediate concern: extensive tidal and storm event flooding. These areas have historically and consistently been subjected to the coastal hazard of flooding.
The County acknowledges that these areas do not have an effective drainage system nor storm pumps to assist with drainage. The County has no plan to mitigate these serious “flooding” hazard issues. - We should look at all ordinances being developed in the County and the Cities that could impact insurance, real estate value and building codes.
There is time to develop a plan to mitigate the immediate hazard of coastal flooding in Hollywood Beach and Silver Strand and those in other flood prone areas in the cities of Port Hueneme and Oxnard and Ventura.

Those who own property or reside in or near a coastal area may want to review the proposed Local Coastal Plan amendments by jurisdiction (County unincorporated coastal areas or City of Oxnard coastal zone) as they will impact future development, building and renovation requirements, flood hazard abatement, and coastal resource management.
