 In reviewing the four draft plans for redistricting of our County, I believe Plan 4 provides the fairest plan as it best meets the key criteria identified on the County site for drawing redistricting lines.  However, as you are aware, the Silver Strand neighborhood area  is part of the proven community of interest with the Channel Islands Harbor area  and it surrounding beach neighborhoods .  And in the case of Plan 4, the Silver Strand area neighborhoods should be in the same district (A) and in all redistricting plans that may be considered. WHY THIS MATTERS

Redistricting determines who represents the Harbor and Beach Community on the County on the Board of Supervisors. County redistricting does not change the City that the Harbor and Beaches are located in – The Harbor is still in Oxnard!

We studied the criteria and drafted and submitted a map we named Compactness_Cities ID: 63100

We also identified the Harbor and Beach Community as a Community of Interest.

We  reviewed both City and County information in an effort to identify and resolve known issues with the current boundaries and the draft maps presented by the County.

An example of an issue for the City of Oxnard residents included a small densely populated area of South Oxnard that was isolated off into District 3 that felt underrepresented while the rest of Oxnard was split between Districts 1 and 5.  Compactness supports keeping Cities as undivided wherever possible.

HBCA’s intention was to support the criteria established to ensure fair, effective and equitable representation for all.

 

What is Redistricting?

Every ten years, districts must be redrawn so that each district is substantially equal in population. This process, called redistricting, is important in ensuring that each board member represents about the same number of constituents. In Ventura County, the Board of Supervisors is responsible for adopting supervisorial districts. Redistricting will be based on data from the U.S. Census, expected to be released by September 30th.
Under the Fair Maps Act, the County is required to complete the redistricting process by December 15, 2021.

The Fair Maps Act Redistricting Criteria:

  • Compliance with the Constitution and the Federal Voting Rights Act
  • Equal Population based on the US Census Data
  • All districts must be contiguous
  • Community of Interest Testimony
  • Follow cities and other jurisdictional boundaries
  • Create compact districts as defined by California Law
  • Not treat incumbents or candidates as a community of interest
  • Not draw district lines to benefit a political party

Oxnard City Council held a special meeting on 9/30/2021

The City Council presented draft maps with the intention of selecting one to submit to the Board of Supervisors of the County
that would:
A. Preserve the geographic integrity of the City by dividing the inhabited neighborhoods of the City of Oxnard into no more than two supervisorial districts; and
B. Preserve the geographic integrity of incorporated cities throughout the County of Ventura; and
C. Preserve the geographic integrity of the City’s local neighborhoods and local communities of interest; and
D. Preserve the geographic integrity of local neighborhoods and local communities of interest throughout the County of Ventura.

HBCA is an active grassroots organization of volunteers:

  • Our basic mission is to work to preserve and protect rare and public coastal resources like Channel Islands Harbor and its beaches for all to enjoy
  • What makes us different from other community groups is we do not just care about our own neighborhood.
    We care about the general public and businesses and are guided by coastal experts and legal counsel
  • We were 1 of only 3 organizations invited by the California Coastal Commission to speak and make a presentation at the Environmental Justice Policy Hearing in March 2019 when the policy was adopted

Harbor & Beach Community Alliance was created to preserve public access to coastal land. We oppose Harbor and Beach development that is not in the interests of the community and the environment. Communicate with local community and government agencies to protect public safety and access.

HBCA Community of Interest 

Following the County presentations HBCA submitted a Community of Interest Map defining the Harbor and Beach Community.

Our Channel Islands Harbor community consists of neighborhoods within the boundaries of 5th to the North, Victoria Avenue to the east, the Pacific Ocean to the West and the entirety of the surrounding area of Channel Islands Harbor to the South – including all of Silver Strand.

The Channel Islands Harbor and Beach community is a proven active community of interest sharing social, economic and environmental interests.  We should be grouped within single supervisor district to ensure fair and effective representation on all issues impacting our community.

We are proud of our harbor and beaches and would like to protect, preserve and improve on what we see as a valuable visitor serving resources for our City, our County and our State.

Re: Redistricting Draft Plans

We have reviewed the four draft plans for Supervisorial District Maps provided by the Redistricting Partners for consideration on October 19, 2021.  Based on the “Fair Maps Act Redistricting Criteria” and the “6 Considerations that are used to redraw district lines” as provided on the County redistricting site, draft Plan 4 best meets those criteria as seen in the comparison chart below. 

HBCA Community of InterestThis small adjustment to Plan 4 actually improves Plan 4’s deviation scores and locates the Silver Strand area in the same district with the Channel Islands Harbor and beach communities as a “community of interest”.   
As you are aware, this area has proven it shares the same issues of concern and values as these other neighborhoods and have acted in concert with them, making these neighborhoods a true “community of interest”. 

Though Oxnard and Port Hueneme are divided in both plan 4 and 4 a, Plan 4a results in:

  • 9 % total deviation from the ideal and 0.8 % maximum deviation.
  • All districts are geographically contiguous.
  • The inhabited areas in the City of Oxnard are within two supervisorial districts and meet the principles approved for the redistricting maps by the Oxnard City Council at their September 30, 2021 meeting. The City of Port Hueneme is also divided into two districts and perhaps this could be avoided with adjustments. An important redistricting principle is keeping cities within a single district ensures fair and effective representation.  When not feasible as in Oxnard’s case, minimizing the division is consistent with redistricting principles.  This also best ensures the grouping of neighborhoods and communities of interest within one district.
  • Boundaries separating the districts are easily identifiable and do not favor a political party.
  • Districts are compact, not stretched to include specific neighborhoods or communities.

We also submitted at the redistricting site, a draft map, Compactness_Cities ID: 63100,  whose total deviation is 2.20% and maximum deviation is 1.78%.  It is similar to Plan 4, includes Silver Strand as noted above but does not divide Port Hueneme. Please see:  https://districtr.org/plan/65138

Objectively, the plan that best meets the redistricting criteria should be adopted.  Doing otherwise should raise questions and issues of concern.
