On September 15th the California Coastal Commision responded for the 9th time in the past 13 months citing inconsistency with the City of Oxnard LCP

RE: Channel Islands Public Works Plan Amendment No. PWP-4-CIH-16-0005-2

Dear Ms. Krieger:
Thank you for the letter submitted on September 8, 2017. However, the proposed Public Works Plan Amendment (PWPA), which addresses the Urban Village Sub-Category to the Visitor Serving Harbor Oriented land use designation at Channel Islands Harbor (Harbor) remains incomplete at this time, pursuant to Title 14, Sections 13352 through 13357 and 13365 of the California Code of Regulations and Section 30605 of the Coastal Act. In order to process the amendment in accordance with the provisions of the Coastal Act and the California Code of Regulations, please provide the following item that was requested in our previous incomplete letters dated August 24, 2016, September 29, 2016, December 15, 2016, February 21, 2017, March 28, 2017, April 18, 2017, May 4, 2017, and September 5, 2017:

1. City of Oxnard Local Coastal Program (LCP) Consistency. Given the proposed PWPA’s inconsistency with the City of Oxnard LCP, please provide evidence that the required amendment to the Oxnard LCP has been approved by the City of Oxnard and effectively certified by the Coastal Commission. We appreciate the County’s coordination with Oxnard to address the inconsistency with the proposed PWPA and look forward to working with both parties to address this issue. We are in receipt of your March 28, 2017 request for a dispute resolution hearing regarding this incomplete item, as well as your recent request to postpone the dispute resolution hearing until the October 2017 Commission hearing.

Per the request from the Channel Islands Harbor director to the California Coastal Commission there was an agenda item for a Dispute Resolution scheduled for Thursday September 14th, 2017.

Per the request on September 11th from the Channel Islands Harbor director to the California Coastal Commission, this item was postponed.

Public hearing and Commission determination regarding filing requirements for application by Ventura County Harbor Dept. to amend the certified Channel Islands Harbor Public Works Plan to create a new land use designation sub-category of “Urban Village” with associated development standards and to change land use designation of Harbor Parcels V-1, V-2, V-3, V-4 and portion of Parcel N-2 from “Visitor Serving Harbor Oriented” to new land use sub-category of “Urban Village” to accommodate future residential and visitor-serving mixed use development at Fisherman’s Wharf, on corner of Victoria Ave. and Channel Islands Blvd., Oxnard, Ventura County.
